You may want check the size of the registry hives. With our Callmanager the System hive had grown to 13mb, the suggested size is 3mb. At this size the reg failed to load into memory. If this is the case you have two options, Rebuild and restore, or contact Microsoft for procedures and tools to shrink the registry.
