99.999% of time resource unavailable is a problem with media
negotiation, this comes in several forms:<br>
with SIP, both endpoints may not support rfc2833 which causes an MTP to
be invoked, are MTP's avialable?<br>
if an MTP is required for any reason, then CM builin MTP only does
g711. If you need MTP for g.729 you must have hardware MTP<br>
