historically, problematic. recently - not so much problem for CM's
ISDN stack.<br>

I'm a bit fuzzy on the details but it was something in Nortel / Avaya
to allow invoking vendor specific features.<br>

Historically it was problematic for Cisco when the DisplayIE was
included in codeset6.<br>
