temp fail means the peer device that you were speaking with
deregistered from CM. so if you and I were talking on ipphones both
registerd to the same CM cluster and my phone unregisters and my phone
unregisters:<br>
I would see CM Down Features Disabled<br>
You would see Temp Fail<br>
