"callmanager" setting is for is for ISDN numbering plan/type. those
are bits set in ISDN signaling.<br>

Onnet vs offnet are determined by logic completely internal to the CCM
process and conveyed to the IP phones via SCCP.<br>

"callmanager" numbering plan/type works by comparing the number to NANP
format. Based on the closest NANP match CM sets the corresponding
plan/type. Prefixing digits, a common practice with H.323, interferes
with NANP matching and thus tends to be less reliable.<br>
