You need to create
application dial rules.

Go into CallManager and select Call Routing > Dial Rules > Application
Dial Rules.

I needed to create one because users don't have the 9 + 1 in front of their
contacts.

So I said:

Name - Outlook Dialing 10-Digit
Description - 10 Digit Outlook Dialing
Number Begins With -
Number of Digits - 10
Total Digits to be Removed - 0
Prefix With Pattern - 91

Now when users use their CUPC to click to dial a contact it uses this
rule. After you create the rule you need to restart CUPC because it needs
to download these rules on start up
