this can be intentional behavior when MTP allocation fails. When a
call requires and MTP and none are available CM has a service parameter
to allow connecting the call anyway. When the call is connected, all
supplementary services (hold,conf.xfer) are disabled.<br>

does your call flow require mtp? are you getting alarms for MTP, MRG,
or MRGL exhausted?<br>
