ditto what Ryan says on this one.

first:
remove cm from cm groups
remove call park number configurations
reassign any AC pilot points to different CM servers

then on the pub:
/ccmservice
service activation
select subscriber
<wait a few minutes for timeout>
it will display a warning could not connect to server and then allow
you to deactivate services anyway.

There is a .bat file circulating to do this but DO NOT USE IT. Early
versions of the .bat file had bugs that would delete your production
server and not the dead server. See CSCee69769, CSCsk12104
Did you change any of the internet security settings on the browser?

Start by deactivating all of the services. The page won't be able to
reach the server but should ask if you want to use some service
deletion tool. This will turn off everything except CCM, which you
do by deleting it from system->callmanager. You'll need to delete
all CFB, MTP, MOH servers for this server and remove it from all CM
groups. Deleting it from system->server is the last step.
