PhoneView refers to a few different features, including message locater and message monitor which one are you trying to get to work? It sounds like message monitor, which according to this feature comparison, is in Unity only at the moment, not UC:
have a very similar install running (same versions). I have it working on
7961Gs as well. Make sure that you have the "PhoneView" application user
set up on the Communications Manager and that the credentials match between
CUCM and Unity Connection. If these match, you also have to make sure
that the "PhoneView" user on CUCM has all the required handsets set as Controlled
Devices. Besides that, the only other setup is on Unity Connection,
where under each user you have to enable Phone View (or set it up under the
CoS). On a per-user basis, you set this up under the user -> Edit
-> Phone Menu. You should see an option to Enable Phone View.
