settings access is passed in TFTP, not in SCCP registration. So
technically it will only have to TFTP, not register.<br>

But what happens if:<br>
you have manually configured the ipphone, and at some time you want to
change some settings from the menu?<br>
And at that time, for some reason, you can't register it to the cluster
so there is no way to allow settings access.<br>

Not AFIAK. You can change settings access to disabled in ccmadmin
which will prevent user from accessing the menu.<br>
