I know this is an old thread, but I just ran into the same issue. I guess I had not waited long enough between the System --> Server step and changing the address. FYI for anyone else who comes across this I was able to recover by changing back to the previous good address, rebooting and doing the whole process over again, but this time giving it plenty of time between steps.
I have observed this before when I:
1. changed IP address under system->server to an IP that did not
match the IP address or hostname configured in the platform.
2. rebooted
3. database does not start.
this happens because the update to system->server triggers update of
hosts, rhosts, and sqlhosts files. Recovery is not possible without
developer intervention. Easiest/safest fix is reinstall & restore
from backup.

Hi Jonathan
yea, this CUCM 6 is running in VMWare, and even though I can't log into
the web interface, I can ssh into the CLI prompt( and pingable ).
Is there anyway to repair the Database and bring it up again?
Thanks
Ian

Well, to be honest, even if the CCM service is not running, you should
still be able to launch the web browser and get to Servicability...
OK, so the problem here is the eth0 interface, is it up? Can it ping
anything? Is this running on VMWare and you need to set the interface in
VMWare correctly?
Can you ping it?
The error looks like informix is having problems bringing up the
interface...

Yea, I did try "utils service start Cisco CallManager" but it is not
a valid command, I get the response :
Executed command unsuccessfully
Invalid service name for start/stop, valid names are:
System NTP
System SSH
Service Manager
A Cisco DB
Cisco Tomcat
Cisco Database Layer Monitor
Cisco CallManager Serviceability
I did try to execute "utils service start A Cisco DB" and it won't
start
By the way, what is the "tac" you mentioned?
Thanks
Ian

Yeah, it looks like the CCM service is not starting... did you try a
utils service start Cisco CallManager
Maybe it will return an error that is more interesting, if not, go to
tac...
