<div>Can anyone get to the release notes for OS 2003.1.3b?&nbsp; I keep getting forbidden (403)&nbsp; I try to log in again and still can&#39;t get to it.&nbsp; but I can download the whole exe.&nbsp; Help.&nbsp; I would like to upgrade from 1.2a to 1.3b but I don&#39;t want to do it without the release notes.</div>
