I have seen this issue many time. <br>Teleco is right there is no problem, you are righ tthere is no problem.<br><br>the issue is End-To-End - layer1 will only go up when there is a end to end circuit up.<br><br>for example, if your router at one end is connected to a Teleco pabx and your other end isn't then you won't see layer1 up.<br>
