<div>Is it just me? Everytime I try to get to a release note / tech note next to each of the downloads I'm looking for I get a 403 error forbidden file or application.</div>

<div>eg. I want to look at the release notes for 2003.1.4 so I'm to the point I can download and the release notes are right there on the right side. so I click on it to check and I get the stupid 403 error. What gives?</div>
