If it turns out to be a leak issue, would rebooting the servers help

Either way you need to check out CCM traces. You'll see it evaluate the
number of calls active vs max calls and busy trigger for each shared line
instance.
If it does have a leaked call you can reset the phone and it will print the
CI of the leg it's clearing. You can use that to look for when the call
leaked and get the signature if you wish.

Extension 1000 shared across 4 phones and each phone has the max calls
set to 4 and busy trigger set to 2. Each set to ring when they are on
phone. 2 of the phones are 7961-G GE models and 2 are 7971 models.
When a user is on their personal extension (1100) and a call comes in
on 1000 sometimes it doesn't ring, beep, or flash on their phone at
all and is ringing on the phone across the room from them and they
need to get up and go over to that phone to answer the call. At the
time the user just had one call active on their phone on 1100 and 1000
had no calls on it across any of the phones.
Another group of users has reported similar problems since they
updated some of their phones to 7965s and now have mixed models
amongst the shared line phones (7965s and 7961G's).
