and install the 7.1(2) patch from CCO. This is the first I’ve heard of a feature license requirement to go from 7.0 -> 7.1.</span></p>

So as long as there was a security fix (maybe bug too?) you can get a free upgrade (at least minor revisions).</span></p>

With Essential (or whatever it's called for voice) you get minor, so everything except the next integer release, i.e 7.x gets you all 7.x
