Do you mean the cluster security phrase? You can use the password recovery login to change this if need be.
Is there a way to change the database security password in CUCM 7.x?

I can't seem to find anything in the documentation or in the CLI

I have a client who is a little paranoid about security is wondering if this password can be changed when/if one of his employees leaves.
