Some thunderbird prowess finally provided the answer:

********************
You can't do an upgrade during a W1. You can do an upgrade followed by a
W1 only if the DMA tarball was created for the version of software you upgraded
to. If it was not, you will most likely hit a DB failure. If the
software upgraded to is 6.1.2+, the W1 failure most likely would be due to
detection of invalid DMA version versus active version.
********************

I also confirmed that a few individuals in TAC have observed successes
performing upgrade and import. These were primarily motivated by the
availability of bootable media. For example:

1. use dma 7.1.3 to export your CM4.1.3 data
2. boot from your CM7.0.2 bootable media
3. select to upgrade during install
4. point to cm713 upgrade file on sftp server
5. let install proceed, it will trigger another reboot
6. after reboot install will start again. at this point select to import
windows data and point to dma file on sftp server

Key being that you used dma for 7.1.3 and used CM version 7.1.3 as the final
destination version. This is just a workaround for not having 7.1.3
bootable media.

Regards,
Wes
I believe DMA import + upgrade at same time are unsupported:
example: dma 4.1, begin install of 7.0, select import windows, and select to
apply additional patches (7.1).
I am looking for supporting documentation.
