CUOM is failing to poll SOAP interface on CM. Either:<br>
* it's losing IP connectivity<br>
* or SOAP webapp is going down<br>
* or tomcat on CM is going down<br>

It is possible poll is exceeding CM's allowed AXL rate.<br>
