You could set the Call Center to be open all the time (well, the earliest, and latest that it would ever be) as long as at least 1 person is logged into the ACD, and then the Supervisor is just responsible for managing when people are logged in. I have all my ACDs set to close if there is nobody logged in, so that if the Supervisor needs to have a team meeting I don't have to be involved. They just log their people off :) Otherwise, XML or Database (if you have Premium) is probably the best bet, and I would just do it by creating them a management script to call into that sets the ACD Open or Closed, rather than trying to have them specify a time etc... I have actually done something similar with XML where our Help Desk can call a "management" script and transfer the queue to their WiFi phone during the slow time, or specify a pre-recorded prompt to notify callers that they are already aware of issues with XYZ system.<div>
