In the middle of the page under the “During Greeting” section, there is a checkbox called “Allow Transfers to Numbers Not Associated with Users or Call Handlers”. Do you have that box checked? If not, check it and let us know if it works. I think they added that in 7.x. I remember the old days where you had to create call handlers for each non-subscriber if you wanted to be able to dial those extensions from a greeting.
