It sounds like you have what is called a "partial" image for
6.1.3.3190. There is a "full" image that allows upgrade from 6.1.2
directly to 6.1.3.3190. This image will be larger.

You really have 3 options:
1. try a multi step upgrade. start with your 6.1.2 media. point it
to 6.1.3 base patch. that will also prompt to patch, point it to the
6.1.3bsu1 file you currently have. You can accomplish this with
what you already have plus one quick download from Cisco.com.
2. Get 6.1.3 (any version) install media. A PUT request will get
you 6.1.5 so getting 6.1.3 is non-trivial. At this point you'd
really need to ask yourself why you're working on 6.1.3. It is an
old version with 6.1.5 available with *MANY* more fixes. Getting
everything to 6.1.5 puts you in a better place overall.
3. Open a TAC case and request the "full" SU that allows upgrade
from 6.1.2. If you go this route please send me the case number. It
is non-trivial and out-of-process. It will take a bit to locate and
post via Special File Publishing.
