The CO Code report for the state should list all of the central office codes that active/assigned as well as to which provider the CO codes have been assigned. It won't tell you how to contact, but it might give you enough info to perform additional testing with.
Does anyone know if there is an easy way to find out if a CLEC exists in a particular area?
