I ran into the same bug on CUCM 8.5 once, when I tried to add a Sub to an existing cluster and the security password was misplaced and I had to change it using the pwrecovery option and reboot it. I was able to add the Sub during the installation but the replication failed. The symptoms seem to be the same. It’s something to do with the way the password gets hashed after changing it.
