I was able to resolve the issue by choosing a custom Collation during the SQL install rather than the default (SQL_Latin1_General_CP1_CI_AS is default and will not work). I'm not sure how often this issue pops up, but I couldn't find any Cisco docs that mention it during the install and I followed everything according to the UCCE install guide.<br>
