[dc-ops] Low-End Switches with Dual Power

My current favorite in this category is the Dell (Broadcom)
PowerConnect 6224/6248, which can handle A/B power with a 1U RPS.
Decent interface configuration and feature set for its price,
including support for sFlow and QinQ in newer code releases.

It would seem others have differing opinions on what constitutes a
"low cost" ToR/access device, so YMMV...
