[e-nsp] vlan interface down if no physical port up

Hi,
I use Summit 400-48t with "Extremeware Version 7.5e.2.6".
I note that if there is no physical port is "active" (i.e., UP)
in a port-based VLAN, then the VLAN itself will be marked
as "DOWN".
That cause some routing problem because the routing entry of
the subnet of that VLAN is vanished from entire network.
Is there any command can force the VLAN stays in "UP" mode
just like a CISCO box does?
