[e-nsp] simple rate-limiting on black diamond 6800

i have found info in the docs that indicate that to do inbound rate
limiting you have to burn an extra port and do vlan magic.  but
elsewhere i see references to ingress qos profiles.  some of the
commands aren't recognized, so it is all a bit confusing.

is the only way to do inbound rate limiting based on: configure vlan add
ports loopback-vid

or is there a way using regular qosprofile stuff?  with previous
switches, i've just used autonegotiation, but limited to 10mb as a cheap
way to do some bandwidth throttling, but the black diamond doesn't seem
to have a way to do that either.

i realize these are fairly ancient switches, but i was surprised i
couldn't find simple ways to do things i did with even older procurve
switches :-).
