[e-nsp] auto-negotiation and ELSM - not working on particular port

Hello,

Issue resolved. It was a problem of DWDM, not of Extreme.
On one of the 1G channels, DWDM was not forwarding packets in one 
direction. They were sent by one side, but never reached the other side.
In oposite direction - no problems. Second channel - no problems.
Funny, that link states were passed to the other side.

Looked like some hanging state on OTN Mux, but haven't raised any alarm 
on DWDM (Ciena).
Unconfiguration of the channel on DWDM and configuration to previous 
state resolved this problem.
