[f-nsp] ip mtu

Will only affect the mtu on the data flowing through the device.
I've had a chat with foundry and at the moment the MLX do not support
higher mtu on the traffic that originate from the device itself, but on
traffic that's being switched/routed trough it will handle a big mtu.
