[f-nsp] Foundry's equivalent of Cisco's Gig X/Y.Z

I don't think Foundry has any concept of a sub-interface, you need to  
create a "virtual ethernet" interface attached to the vlan, much like  
Cisco's vlan interfaces.

vlan 100
   tagged ethernet x/y
   router-interface ve 100

interface ve 100
   ip address a.b.c.d m.m.m.m
