[f-nsp] Preventing cpu exhaustion on ServerIron XL

               Has anyone developed any techniques to prevent CPU
exhaustion when someone begins sending thousands of packets per second
to a virtual server on a Foundry ServerIron XL? We had an issue earlier
where the cpu was being fully taxed in this similar situation.
