Hi Spenser,

What if the customer connected to FESX as normal VLAN (non Q-in-Q) and
the Q-in-Q is built by FESX for the backbone (FESX to MLX). Following
is the scheme and the backbone ring topology.

Customer Node <-(Normal VLAN)-> FESX <-(Q-in-Q)-> MLX

MLX <-> FESX <-> FESX <-> ... <-> FESX <-> return back to MLX

We don't want to register new VLAN on each backbone interface of FESX
in addition of new customer nodes of previously registered customers.
