[f-nsp] Video Issues with MLX

I have a several MLX-16's that are delivering IPTV to customers. Currently
we have about 750megs of Variable bit video. They are MPEG2 streams
egressing on 7 1gig ports, which are coming from my encoders (Tandberg
iPlex's).
The problem I have, is once I add more and 200 megs of streams, all the
video streams start to drop frames. Also the boot streams for the Set top
Box's don't work as well. The Delay Factor will increase from a steady
10-15% to more and 1000% (analyzed with Ineoquest).
Foundry TAC had look at this and had us upgrade to 3.7.0f and use the
following commands on all the ports coming from the encoders:
interface Ethernet 15/1
port-name Tannenburg Encoder #1 link
qos multicast shaper best-effort rate 800000
qos multicast flow-control
enable
this seemed to work from about a week then the video started to die again.
After increasing the rate to 900000 it start to function again.
Is anyone else running IPTV over there MLX's?
