[f-nsp] Basic BGP Setup

Hi Guys,

I'm working on building some foundry equipment into a test bed to evaluate
replacing some Extreme gear.  I'm having an issue with BGP setup.

I have 2 BI4000's connected to each other through a FI1500.  Straight layer
2 on the FI1500.

I've attached an IP address to each 4000 and can ping between them.

The problem is, when I bring up BGP between them it sticks in the "connect"
state.  Here's the config:

router bgp
local-as 10000
neighbor 172.16.1.1 remote-as 10000

Other 4000:

router bgp
local-as 10000
neighbor 172.16.1.2 remote-as 10000

Yes, it's supposed to be an iBGP session.

I'm sure there's something super simple I forgot here.  I'm not looking for
any route maps or any other filtering at this point.  Just want to get them
talking to eachother and take it from there.  Any ideas?
