[f-nsp] 10G-XFP-LR optics used on short links

Hi,

   Niels is correct. We routinely use short patches between Foundy's LR
XFPs (and other vendors LR/LH optics) with no ill effects. Attenuators
are generally unnecessary for 1310nm optics.

Here is an example of a Foundry LR XFP with a <2 meter patch to a LR Xenapk:
