[f-nsp] Looking to replace Alteon 180e with ServerIron

Correct - the limit is a global one. Moving to the bigger Foundry 
boxes based on WSM6-2, WSM6 and WSM7 blades you are going to have 
limits per processor (5 million per processor) but not per port.
