[f-nsp] Port state blocking?

Thanks. At this point I'm just trying to get the ports to come up, so it's
the simplest config in the world. 2402 connected via port 26 to SI-GT on
port 4/9 with a crossover cable. It's 11.0 code, and it's worked in other
machines, though I don't have any currently running that code.
