[f-nsp] QinQ termination on MLX

whether MLX support termination of double-tagged frames (QinQ)? Something
similar to:

int TenGig 0/1.5
* encapsulation dot1q 5 second-dot1q 10*
 ip vrf forwarding <VRF name>
 ip address x.x.x.x/N
