Perhaps this could be a bug/hardware issue as you suspected. It does
seem to indicate some lack of connectivity / forwarding information
from that module to the main processor.

Has this always happened, or only noticed while investigating this odd
behaviour with icmp?
It's getting a bit beyond what I know about that platform and I don't
want to lead you astray..

Have you got a brocade or partner support contract?
