[f-nsp] Cacti templates for MLX

I've never heard of the cpu-usage command, but it probably explains why
I've never managed to get anything sensible out of my CPU graphs.

Are there any downsides to enabling it? I'm wondering why it just isn't
on by default. The 5.1 config guide doesn't mention it at all.

Cheers,

Dunc
