[f-nsp] NI CES upgrade chip--no license activation?

Hey all--

Got an MEU chip for a CES running 5300a, and when I install it, the license doesn't activate (per below).   My understanding is that the chip includes the software license (I didn't receive any add'l codes or anything), but I'm looking at a base license.  Does anyone have any insights?  Any more information you need?
