You didn't read the links Mark Price included, did you?  'ip follow' 
is Brocade's attempt to make up for how badly PVLAN support is lacking 
on FastIron until FCX.

I haven't, but that's more because I don't route on FastIron.
Have you tested whether the mandatory proxy arp plays nice with VRRP?
