[f-nsp] Stacking ICX6610 units with 1GB ports

Dave, you should just use the 40G stack ports on the back, no licensing
required.  I don't believe you can use the 10G ports, unless you are doing
hybrid stacking (mixed mode) to 6450's.  In that case, I believe it does
need to be 10G.
