This is a shot in the dark but try configuring "no ip icmp redirect". 
Especially if you use this router to route packets between VLANs on 
the same physical interface.  IMO it's a bug that this isn't there by 
default (and I think this was changed somewhere down the line).

Otherwise, try the "debug packet capture"-on-linecard trick to see 
what traffic is hitting the LC CPU.
