[f-nsp] NI-X-OC48x8 won't come up

Hi all-

I've got a 4-slot XMR downgraded to 5100b so I can get a NI-X-OC48x8 to come alive, and unfortunately it keeps getting stuck in the CARD_STATE_SW_LOADED state.

I've tried booting the machine with the snmp-server max-if-index set to 64, and with that command deleted from the config entirely.

I can get a 1Gx20-SFP to come up fine. I just can't seem to get the COC48x8 card to behave.

Anyone have any experience with this? Pointers?
