[f-nsp] Ghost TM traffic on 2x100CFP port

Hi,

Has anyone encountered anything like this ? It might be cosmetic bug,
but still it is strange.
We have a port down on 2x100G CFP, but up on sending test traffic to the
other one on the line-card, the TM ingress counter from the down port
start going up.
