[f-nsp] BRAS/BNG functions of NetIron MLXe-4

If you want to land the l2tp on something other than the MLX, the Brocade
Vyatta 5600 vRouter can do it.  Runs as a VM.  I believe they have a trial
download that you might be able to take for a spin. You can also get a
"bare metal" license for it.
