[f-nsp] DCSP Marking MLX

Hello Nick,

I tested this on 5.5 (CES) and 6.3 (MLX) right now, and both times, it 
worked. Are you perhaps missing an "ip rebind-acl all," or is the 
traffic maybe switched beforehand?
