I've concluded there's just something wrong with the card. For some reason, it just causes the ports to enter a blocking state. Other cards and configs work. The same ports work without this card installed. Different cables work. The chassis/cards/cables work connected to any number of different switches and routers--just not with this management card.<br>
<br>I don't know why.
